    Industrial Estate Development

                      Environmental Monitoring and Control Center of Eastern Seaboard Industrial Estate (Rayong) was established by Industrial Estate Authority of Thailand (IEAT) in collaboration with Hemaraj Land And Development Public Company Limited, to monitor the environmental quality in three industrial estates: Eastern Seaboard Industrial Estate (Rayong), Hemaraj Eastern Seaboard Industrial Estate and Hemaraj Chonburi Industrial Estate. Its key objectives are to strengthen the effectiveness of the environmental monitoring, assessment and control processes of the industrial estates, to ensure high-standard environmental management of Industrial Estate Authority of Thailand (IEAT) and Hemaraj Land And Development Public Company Limited for the surrounding communities and to promote industrial estates' environmental management practices based on environmental good governance.

    Environmental Monitoring and Control Center of Eastern Seaboard Industrial Estate (Rayong) focuses on the following components:

    1) Realtime wastewater quality monitoring system (WQMS) which measures pH, BOD and TDS values in treated wastewater holding pond of the industrial estates before the treated wastewater is reused as reclaimed water or discharged into natural water source. If any of the measurements are not in line with the standards, an automated SMS will be sent to related agencies for immediate response. In addition, data collection for information retrieval is possible.

    2) Reports of environmental quality indicators which include ambient air quality indicators, such as SO2, NO2, TSP, noise pollution, and surface water quality in the areas adjacent to water discharge areas of the industrial estates.

    3) List of operators/factories which are required to comply with requirements and regulations, such as quality of air emission, wastewater treatment facilities, EIA compliance, risk analysis and boiler and steam generator inspection, and is crucial for the Industrial Estate Authority of Thailand to ensure effective monitoring and assessment.

    4) Compliant Center which serves as a channel for filing environmental complaints. Complaints can be filed via a call center at the telephone number 038- 954-543 or website using a registered account. Staff will log the complaint and notify responsible persons for action. The status of the complaint, such as in progress or completed, is also displayed. If the complaint reported is not related to by Hemaraj Land And Development PLC and the Industrial Estate Authority of Thailand, staff will coordinate with relevant agencies for further action.     Mrs. Montha Pranutnorapal, Governor of Industrial Estate Authority of Thailand, said, "The IEAT is committed to industrial development and sustainable environmental management. Environmental Monitoring and Control Center of Eastern Seaboard Industrial Estate (Rayong) is the first center of its kind to be established in a private industrial estate. The collaboration between the IEAT and Hemaraj is founded on Hemaraj's expertise in industrial estate development of over 20 years and its well-defined and continued implementation of environmental management policy and system. Therefore, the company is ready and capable of driving the environmental protection standard to a new level and being a role model for other industrial estates. "

    Mr. Vivat Jirattikansakul, Vice-President of by Hemaraj Land And Development PLC, stated, "In addition to developing land for industrial estates and providing sufficient utilities and infrastructures for business operators, an industrial estate needs to have an international environmental and safety management standard in place. Hemaraj has always recognized the importance of this aspect and it has been reflected in our policy. The establishment of Environmental Monitoring and Control Center in Eastern Seaboard Industrial Estate (Rayong), which is the country's significant automotive cluster, is another step forward in the partnership of public and private sector to increase the effectiveness of environmental monitoring and control in industrial estates, especially for maximum-efficiency wastewater management. Most importantly, the center opens up an opportunity for communities and various stakeholders to actively participate in the monitoring and follow-up processes, which is another mechanism to reduce data redundancy between the industrial sector and the communities. Ultimately, both parties are able to co-exist in a sustainable manner."

    During the past 20 years, in addition to our commitment to industrial estate development and management of world-class 6 industrial estates covering over 31,300 rais of land, Hemaraj considers environmental protection and social responsibility to be of great importance. The center is another of the IEAT's initiative in this direction after Hemaraj has worked with the Asian Institute of Technology (AIT) to use "a constructed wetland" to treat wastewater with vegetation at Eastern Seaboard Industrial Estate (Rayong) and Hemaraj Eastern Seaboard Industrial Estate, a method which has proved to be more effective, environmentally-friendly and energy-saving compared with a traditional wastewater treatment.
